[IDA-44] Add TODO note about not hard coding the URL for the Data Use Policies. (The link to the Data Use Policies was included in commit dd178e52385.)
1) Add "Metrics Usage" submenu item under "Access the Archive" to TCIA's menu bar.2) Fix link in errorPage.xhtml to point to TCIA's support page instead of CBIIT's support page.
Change download build file to not copy the remote search jar files and their dependencies into the download manager dependencies directory, since that dependency no longer exists.
Remove nbia-remote-search as a dependency of download manager, significantly reducing the size of the downloaded jar files when launching download manager.
Fix various links:1) Link to home was pointing to the wrong directory.
2) Changed publications link to point to the wiki instead of a WordPress page, to simplify editing.
3) Added a link in the "Help" menu to go to the wiki page on data use and restrictions.
Fix build process.Since the merge of 6.1 build changes did not work, reverted back to original build files, copied in the svn artifacts that were blocking deployment, and altered the build files to pick up those artifacts from the resources tree instead of svn.
Also reduced the retry wait periods in download manager, to foster faster recoveries.
Additional tweaks to the GUI.Change the "List DICOM Viewers" link in the tools menu to "DICOM Tools", and have it point to the wiki instead of a (hard coded) internal page.
Fix errors in the "Support" links, and increased the width of the pop-up window to better accomodate the rebranded wiki.
Change references to the development landing pages and wiki to the production instances.

Modify install.properties to fit TCIA's base enviroment.The file must still be edited to be useful by replacing the "CHANGE-ME" to correct values for the particular server being built.
Resolve issue when merging TCIA-5_0 and TCIA-5_2 into TCIA-MASTERRemoved several 5.0 software source directories that inadvertently ended up at
the top level of the merged directory tree. The directories had been moved to
the "software" subdirectory of the 5.2, and the merged missed that relocation.
